The Standing Senate Committee on Energy, the Environment and Natural Resources met this day, in camera in room 9, Victoria Building, at 8:05 a.m., the Chair, the Honourable Tommy Banks, presiding.

Members of the committee present: The Honourable Senators Adams, Angus, Banks, Buchanan, P.C., Gustafson, Hubley, Lavigne, Milne and Spivak (9).

In attendance: From the Research Branch of the Library of Parliament: Lynne Myers, Research Analyst, Science and Technology, Frédéric Beauregard-Tellier, Economics Division and Kristen Douglas, Law and Government Division.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, October 19, 2004, the committee continued its study of emerging issues related to its mandate. (For complete text of Order of Reference, see proceedings of the committee, Issue No. 1.)

In accordance with rule 92(2)(e), the committee considered its draft agenda.

At 8:35 a.m., the committee suspended its sitting.

At 8:40 a.m., the committee resumed is sitting in public.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, February 2, 2005, the committee continued its consideration of Bill C-15, An Act to amend the Migratory Birds Convention Act, 1994 and the Canadian Environment Protection Act, 1999.

Trevor Swerdfager, Director General, Canadian Wildlife Service, Environmental Conservation Service;

Stephen Wendt, Acting Director, Migratory Birds Branch, Canadian Wildlife Service, Environmental Conservation Service;

The Chair made an opening statement.

Mr. Swerdfager made a presentation and answered questions.

Mr. Wendt and Ms. Waters answered questions.

The Chair made a closing statement.
