The Standing Senate Committee on Energy, the Environment and Natural Resources met this day, in room 257, East Block, at 5:08 p.m., the Deputy Chair, the Honourable Ethel Cochrane, presiding.
Members of the committee present: The Honourable Senators Adams, Buchanan, P.C., Cochrane, Gustafson, Kenny, Lavigne, Milne, Moore, Peterson and Spivak (10).
Other Senator present: The Honourable Senator Massicotte (1).
In attendance: From the Research Branch of the Library of Parliament: Lynne Myers, Research Analyst, Science and Technology.
Also in attendance: The official reporters of the Senate.
Pursuant to the Order of Reference adopted by the Senateon Tuesday, June 1, 2005, the committee began its study ofBill S-12, An Act concerning personal watercraft in navigable waters. (For complete text of Order of Reference, see proceedings of the committee, Issue No. 16.)
WITNESSES:
Lifesaving Society:
Rick Haga, National Executive Director and Privacy Officer;
Raynald Hawkins, Executive Director (Quebec Branch).
The Senate:
The Honourable Mira Spivak, Senator, Sponsor of the Bill.
The Deputy Chair made an opening statement.
Mr. Haga made a presentation and answered questions.
Mr. Hawkins answered questions.
The Honourable Mira Spivak made a presentation and answered questions.
The Honourable Senator Kenny raised a point of order regarding certain comments made in committee about attendance of Senators.
Debate.
Senator Spivak continued answering questions.
The Chair made a statement regarding Senator Kenny's point of order.
Debate.
It was moved by Senator Milne that the committee proceed to clause-by-clause consideration of Bill S-12.
The question being put on the motion, it was adopted.
It was agreed that the preamble and title carry, on division.
It was agreed that clause 1 carry, on division.
It was agreed that clause 2 carry, on division.
It was agreed that clause 3 carry, on division.
It was agreed that clause 4 carry, on division.
It was agreed that clause 5 carry, on division.
