The Standing Senate Committee on Energy, the Environment and Natural Resources met this day, in room 257, East Block, at 8:35 a.m., the Chair, the Honourable Tommy Banks, presiding.
Members of the committee present: The Honourable Senators Angus, Banks, Bryden, Christensen, Cochrane, Lavigne, Milne and Tardif (8).
In attendance: From the Research Branch of the Library of Parliament: Lynne Myers, Research Analyst, Science and Technology and Frédéric Beauregard-Tellier, Economics Division.
Also in attendance: The official reporters of the Senate.
Pursuant to the Order of Reference adopted by the Senate on Tuesday, November 22, 2005, the committee commenced its study of Bill C-66, An Act to authorize payments to provide assistance in relation to energy costs, housing energy consumption and public transit infrastructure, and to make consequential amendments to certain Acts.

The Chair made an opening statement.
Minister Goodale made a presentation and answered questions.
Mr. Brunton, Ms. McCuaig-Johnston, Ms. Darke, Mr. Marmen and Ms. Rechico answered questions.
It was agreed that the committee move to clause by clause consideration of Bill C-66.
It was agreed that the title and short title in clause 1 be postponed.
It was agreed that clause 2 carry.
It was agreed that clause 3 carry.
It was agreed that clause 4 carry.
It was agreed that clause 5 carry.
It was agreed that clause 6 carry.
