The Standing Senate Committee on Agriculture and Forestry met at 8:14 a.m., this day, in room 9, Victoria Building, the Chair, the Honourable Joyce Fairbairn, P.C., presiding.

Members of the committee present: The Honourable Senators Biron, Callbeck, Eggleton, P.C., Fairbairn, P.C., Gustafson and Oliver (6).

In attendance: Marc Leblanc and Marc-André Pigeon, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, May 16, 2006 the committee continued its consideration of rural poverty in Canada. (For complete text of Order of Reference, see proceedings of the committee, Issue No. 6.)

WITNESS:

Society of Rural Physicians of Canada:

Dr. Keith MacLellan, Past President.

The Chair made an opening statement.

Dr. MacLellan made a statement and answered questions.

At 9:33 a.m., pursuant to rule 92(2)(e), the committee proceeded in camera to discuss a draft future agenda of the committee for the next fiscal year.

It was moved by the Honourable Senator Oliver that the following draft budget for its study of legislation in the amount of $6,500 be adopted and that the Chair present the same to the Standing Committee on Internal Economy, Budgets and Administration.

Summary of Expenditures

Professional and Other Services   $ 4,500
Transportation and Communications  $ 1,000
All Other Expenditures  $ 1,000
TOTAL $ 6,500

The question being put on the motion, it was adopted.

It was moved by the Honourable Senator Oliver that the following draft budget concerning the study on the present state and future of agriculture in the amount of $9,050 be adopted and that the Chair present the same to the Standing Committee on Internal Economy, Budgets and Administration.

Professional and Other Services   $ 6,750
Transportation and Communications  $ 2,000
All Other Expenditures  $ 300
TOTAL $ 9,050

The question being put on the motion, it was adopted.

The committee considered a draft budget for its study on rural poverty.

It was moved by the Honourable Senator Oliver that the number of participants for the conference included in the budget concerning the study on rural poverty be reduced from 10 to 5 and the figures be adjusted accordingly.

The question being put on the motion, it was adopted.

It was moved by the Honourable Senator Callbeck that the following revised draft budget concerning the study on rural poverty in the amount of $480,699 be adopted and that the Chair present the same to the Standing Committee on Internal Economy, Budgets and Administration.

Transportation and Communications $ 306,399
All Other Expenditures   $ 28,000
TOTAL $ 480,699

The question being put on the motion, it was adopted.

Association of Municipalities of Ontario:

Pat Vanini, Executive Director.

Rural Ontario Municipal Association:

Chris White, Chair.

The Chair made an opening statement.

Mr. Bourne made a statement and answered questions.

Mr. White made a statement and, together with Ms. Vanini, answered questions.

It was moved by the Honourable Senator Oliver that the Chair be authorized to seek an exemption to the competitive sourcing policy from the Standing Committee on Internal Economy, Budgets and Administration in regard to the charter flights in the committee's budget for its study on rural poverty.

The question being put on the motion, it was adopted.

At 9:23 p.m., the committee adjourned to the call of the Chair.

Harold Flaming, Executive Director.

Foundation for Rural Living:

Anita Hayes, Executive Director;

The Chair made an opening statement.

Mr. Flaming, Ms. Hayes and Ms. Gaouette made a statement and together, answered questions.

At 9:55 a.m., the committee suspended.

At 10:03 a.m., the committee resumed.

At 10:03 a.m., pursuant to rule 92(2)(e), the committee proceeded in camera to discuss a draft future agenda.

It was agreed that the committee travel to Kapuskasing, Ontario on May 31 to June 1, 2007.

It was agreed that the committee travel in Quebec on May 17-18, 2007.

At 10:35 a.m., the committee adjourned to the call of the Chair.
