The Standing Senate Committee on Foreign Affairs and International Trade met this day at 5:25 p.m. in room 160-S of the Centre Block, the Deputy Chair, the Honourable Peter A. Stollery, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Corbin, Dawson, De Bané, P.C., Di Nino, Downe, Eyton, Mahovlich and Stollery (9).

Other senator present: The Honourable Senator Austin, P.C. (1).

Also present: From the Parliamentary Research Branch: Peter Berg, Analyst.

In attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, June 28, 2006, the committee began its study of the Canada-United States agreement on softwood lumber.

The Honourable Senator Stollery moved:

That the Standing Senate Committee on Foreign Affairs and International Trade approve the draft legislative budget and that the Chair present the following budget to the Standing Committee on Internal Economy, Budgets and Administration for approval:

Professional and special services   $ 3,000
Transportation and communications   $    750
Miscellaneous   $    750
TOTAL   $ 4,500

The question being put on the motion, it was resolved in the affirmative.

The committee discussed future business.

The Standing Senate Committee on Foreign Affairs and International Trade met this day in camera at 5:05 p.m. in room 160-S of the Centre Block, the Chairman, the Honourable Hugh Segal, presiding.

Members of the committee present: The Honourable Senators Corbin, Dawson, Di Nino, Downe, Eyton, Mahovlich, Merchant, Segal and Stollery (9).

Also present: From the Parliamentary Research Branch: Peter Berg, Elizabeth Kuruvila and Allison Goody, Analysts.

Pursuant to the order of reference passed by the Senate on Tuesday, June 28, 2006, the committee continued its study of the Canada-United States agreement on softwood lumber.

Pursuant to rule 92(2)(f), the committee considered a draft report.

It was agreed that senators' staff be authorized to sit in on the meeting.

It was agreed that the committee adopt its Fifth Report, as amended, and that the Chair report to the Senate.

It was agreed that the Chair seek the following order of reference from the Senate:

That the Standing Senate Committee on Foreign Affairs and International Trade be authorized to examine and report on the effectiveness of Canada's promotion of democratic development abroad; the role of the Parliament of Canada in this context; and

That the Committee shall present its final report no later than December 31, 2007, and that the Committee shall retain all powers necessary to publicize the findings of the Committee as set forth in its final report until March 31, 2008.

At 5:43 p.m., the committee adjourned to the call of the Chair.
