The Standing Senate Committee on Foreign Affairs and International Trade met this day at 5:59 p.m. in room 160-S of the Centre Block, the Chairman, the Honourable Hugh Segal, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Campbell, Corbin, Dawson, Downe, Johnson, Merchant, Oliver, Segal, Smith, P.C., and Stollery (11).

Other senators present: The Honourable Senators Phalen and Stratton (2).

Also present: From the Parliamentary Research Branch of the Library of Parliament: Allison Goody, Analyst.

In attendance: Official Senate reporters.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, February 13, 2007, the committee began its study on the effectiveness of Canada's promotion of democratic development abroad and the role of the Parliament of Canada in this context.

WITNESS:

International IDEA:

Vidar Helgesen, Secretary-General.

The Chairman made a statement.

It was agreed that a ``Miscellaneous'' item to be considered at the conclusion of today's meeting be added to the agenda.

Mr. Helgesen made a statement and answered questions.

At 6:37 p.m., the committee recessed.

At 6:42 p.m., the committee reconvened in camera, in accordance with rule 92(2)(f).

Pursuant to the Order of Reference adopted by the Senate on Tuesday, October 24, 2006, the committee continued to examine and report on the evacuation of Canadian citizens from Lebanon in July 2006. (For the full text of the Order of Reference, see Issue No. 6, November 1, 2006.)

The committee considered a draft report.

At 6:49 p.m., the committee recessed.

At 6:50 p.m., the committee reconvened in public, pursuant to the agenda agreed upon at the start of the meeting.

Pursuant to section 14.(1) of the Conflict of Interest Code for Senators, a declaration of a private interest was made orally by the following senator:

— the Honourable Senator Segal (non-remunerated member of the Board of Directors of International IDEA).

At 7:10 p.m., the committee adjourned to the call of the Chair.
