The Standing Senate Committee on Foreign Affairs and International Trade met this day at 6:19 p.m. in room 160-S of the Centre Block, the Chair, the Honourable Consiglio Di Nino, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Corbin, Dawson, Di Nino, Downe, Johnson, Merchant, Smith, P.C. and Stollery (9).

In attendance: From the Research Branch of the Library of Parliament: Peter Berg and James Lee, Research Analysts.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, May 29, 2006, the committee began its study of Bill C-293, Respecting the Provision of Official Development Assistance Abroad.

WITNESSES:

John McKay, M.P., sponsor of the bill in the House of Commons;

The Honourable Senator Roméo Dallaire, sponsor of the bill.

The Chairman made an opening statement.

Mr. McKay and Senator Dallaire made presentations and answered questions.

At 7:42 p.m., the committee suspended.

At 7:46 p.m., the committee resumed its sitting in camera pursuant to rule 92(2)(f).

Pursuant to the Order of Reference adopted by the Senate on Tuesday, May 15, 2007, the committee continued its study of the Department of Foreign Affairs User Fee Proposal relating to the International Youth Program. (For the full text of the Order of Reference, see Issue No. 16, May 29, 2007.)

It was agreed that senators' staff be permitted to remain in the room.

The committee considered a draft report.

It was agreed that the committee adopt the report (with observations) and that the Chairman table the report to the Senate.

At 7:51 p.m., the committee adjourned to the call of the Chair.

Other senator present: The Honourable Senator Dallaire (1).
