The Standing Senate Committee on Foreign Affairs and International Trade met this day at 6:02 p.m. in room 160-S of the Centre Block, the Chair, the Honourable Consiglio Di Nino, presiding.

Members of the committee present : The Honourable Senators Andreychuk, Corbin, Dallaire, Di Nino, Downe, Johnson, Mahovlich, Merchant, Segal and Smith P.C. (10).

In attendance : From the Research Branch of the Library of Parliament, Peter Berg and James Lee, Research Analysts.

Also in attendance : The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, May 29, 2007, the committee continued to study Bill C-293, An Act respecting the provision of official development assistance abroad (For the complete text of the Order of Reference, see Issue No. 17, June 5, 2007.)

WITNESSES :

Canadian International Development Agency :

Stephen Wallace, Vice President, Afghanistan Task Force;

Christiane Verdon, Senior General Council, Legal Services Division.

Foreign Affairs and International Trade Canada :

John Sloan, Director General, Economic Policy Bureau;

Alain Tellier, Deputy Director, Criminal, Security and Privileges and Immunities Law Section.

Finance Canada :

Graham Flack, Assistant Deputy Minister, International Trade and Finance.

Canadian Council on Africa (CCAfrica) :

Lucien Bradet, President and CEO.

The Chairman made an opening statement.

It was agreed that the Honourable Senator Corbin chair the next meeting of the committee.

Mr. Wallace, Mr. Sloan and Mr. Flack made presentations and, with the assistance of Mr. Tellier, answered questions.

At 7:29 p.m., the committee suspended.

At 7:31 p.m., the committee resumed.

The Chairman made a statement.

Mr. Bradet made a presentation and answered questions.

At 8:12 p.m., the committee adjourned to the call of the Chair.
