The Standing Senate Committee on Foreign Affairs and International Trade met this day at 6:05 p.m. in room 160-S of the Centre Block, the Deputy Chair, the Honourable Peter A. Stollery, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Corbin, Dawson, De Bané, P.C., Downe, Johnson, Merchant, Peterson, Segal and Stollery (10).

Other senator present: The Honourable Senator Dallaire (1).

In attendance: From the Research Branch of the Library of Parliament, Gerald Schmitz, Research Analyst.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, May 29, 2007, the committee continued to study Bill C-293, respecting the provision of official development assistance abroad. (For the complete text of the Order of Reference, see Issue No. 17, June 5, 2007.)

WITNESSES:

International Development Research Centre:

Maureen O'Neil, President;

Annette Nicholson, General Counsel and Corporate Secretary.

The Chairman made an opening statement.

The committee discussed future business.

Ms. O'Neil made a presentation and, with the assistance of Ms. Nicholson, answered questions.

At 7:24 p.m., the committee adjourned to the call of the Chair.

Pursuant to the Order of Reference adopted by the Senate on Monday, June 18, 2007, the committee proceeded to study Bill C-61, An Act to amend the Geneva Conventions Act, An Act to incorporate the Canadian Red Cross Society and the Trade-marks Act.

APPEARING:

The Honourable Peter MacKay, P.C., M.P., Minister of Foreign Affairs.

WITNESSES:

Foreign Affairs and International Trade Canada:

Paul Gibbard, Director General (Acting), Human Security and Human Rights Bureau;

Mi Nguyen, Senior Policy Advisor, Humanitarian Affairs and Disasters Response Group.

The Deputy Chairman made an opening statement.

The minister made a presentation and, with the assistance of Ms. Nguyen, answered questions.

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-61, An Act to amend the Geneva Conventions Act, An Act to incorporate the Canadian Red Cross Society and the Trade-marks Act.

It was agreed that the title stand postponed.

It was agreed that clause 1 carry.

It was agreed that clause 2 carry.

It was agreed that clause 3 carry.

It was agreed that clause 4 carry.

It was agreed that clause 5 carry.

It was agreed that clause 6 carry.

It was agreed that clause 7 carry.

It was agreed that the schedule carry.

It was agreed that the title carry.

It was agreed that this bill be adopted.

It was agreed that the Chairman report this bill to the Senate without amendment.

At 4:55 p.m., the committee adjourned to the call of the Chair.
