The Standing Committee on Rules, Procedures and the Rights of Parliament met this day, at 10:05 a.m., in room 356-S, Centre Block, the deputy chair, the Honourable David P. Smith, P.C., presiding.
Members of the committee present: The Honourable Senators Andreychuk, Brown, Corbin, Joyal, P.C., McCoy, Milne, Nolin, Robichaud, P.C., Smith, P.C. and Tardif (10).
In attendance: Michel Bédard, Analyst, Parliamentary Information and Research Service, Library of Parliament.
Also in attendance: The official reporters of the Senate.
The Honourable Senator Joyal, P.C., moved that the committee proceed in camera, pursuant to rule 92(2)(f), to consider a draft report and that staff be permitted to stay.
The question being put on the motion, it was adopted.
Pursuant to rule 86(1)(f)(i), the committee proceeded to consider a draft report on the notice requirements for questions of privilege.Michel Bédard made a presentation and answered questions.
After discussion, the Honourable Senator Robichaud moved that consideration of this report be held over for further consideration at a later meeting.
The question being put on the motion, it was adopted.
At 10:40 a.m., the committee adjourned to the call of the deputy chair.

The Standing Committee on Rules, Procedures and the Rights of Parliament met this day, at 10:04 a.m., in room 356-S, Centre Block, the chair, the Honourable Donald H. Oliver, presiding.
Members of the committee present: The Honourable Senators Andreychuk, Joyal, P.C., Keon, Losier-Cool, MacDonald, Milne, Nolin, Oliver, Robichaud, P.C. and Smith, P.C. (10).
In attendance: Michel Bédard, Analyst, Parliamentary Information and Research Service, Library of Parliament.
Also in attendance: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Wednesday, March 25, 2009, the committee began its examination of the Senate committee system as established.
After discussion, it was agreed to canvass senators through a survey on the size and number of committees, and issues they feel should be addressed.
At 11:10 a.m., the committee adjourned to the call of the chair.

Members of the committee present: The Honourable Senators Andreychuk, Brown, Campbell, Corbin, Duffy, Furey, Joyal, P.C., Losier-Cool, Nolin, Oliver, Robichaud, P.C. and Smith, P.C. (12).
In attendance: Michel Bédard and Jean-Rodrigue Paré, Analysts, Parliamentary Information and Research Service, Library of Parliament.
Also in attendance: The official reporters of the Senate.
Pursuant to rule 86(1)(f)(i), the committee continued its consideration of the notice requirements for questions of privilege.

Mr. Robert made a presentation and answered questions.
It was agreed that staff amend the draft report to reflect the consensus of the committee members.
