The Standing Senate Committee on Energy, the Environment and Natural Resources met this day at 8:06 a.m., in room 257, East Block, the chair, the Honourable Richard Neufeld, presiding.

Members of the committee present: The Honourable Senators MacDonald, Massicotte, Mitchell, Mockler, Neufeld and Patterson (6).

In attendance: Marc LeBlanc, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, March 10, 2016, the committee continued its study on the effects of transitioning to a low carbon economy. (For complete text of the order of reference, see proceedings of the committee, Issue No. 4.)

WITNESSES:

Natural Resources Canada:

Jeff Labonté, Director General, Energy Safety and Security;

Niall O'Dea, Director General, Electricity Resources Branch;

Marc Wickham, Director, Science and Technology Programs, Innovation and Energy Technology Sector, Office of Energy Research and Development;

Drew Leyburne, Director General, Energy Policy Branch;

Patricia Fuller, Director General, Office of Energy Efficiency;

Paula Vieira, Director, Transportation and Alternative Fuels Division;

Laura Oleson, Director, Demand Policy and Analysis, Office of Energy Efficiency, Energy Sector;

Debbie Scharf, Director, Equipment Division.

The chair made a statement.

Mr. Labonté made a statement and, together with Mr. O'Dea and Mr. Wickham, answered questions.

At 9:15 a.m., the committee suspended.

At 9:18 a.m., the committee resumed.

Ms. Fuller made a statement and, together with Ms. Scharf and Ms. Vieira, answered questions.

At 10:16 a.m., the committee adjourned to the call of the chair.
