The Standing Senate Committee on Energy, the Environment and Natural Resources met this day at 8:01 a.m., in room 257, East Block, the chair, the Honourable Rosa Galvez, presiding.

Members of the committee present: The Honourable Senators Cordy, Galvez, MacDonald, Massicotte, McCallum, Mockler, Neufeld, Patterson, Richards, Seidman and Woo (11).

In attendance: Sam Banks, Analyst, Parliamentary Information and Research Service, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, January 28, 2016, the committee continued its study on emerging issues related to its mandate. (For complete text of the order of reference, see proceedings of the committee, Issue No. 2.)

Julie Gelfand, Commissioner of the Environment and Sustainable Development;

Heather Miller, Principal;

James McKenzie, Principal;

Elsa DaCosta, Director.

Environment and Climate Change Canada:

Michael Enns, Executive Director, Environmental Enforcement;

Gwen Goodier, Executive Director, Chemicals Management Division;

Roger Roberge, Acting Director General, Sustainability Directorate.

Fisheries and Oceans Canada:

Sylvie Lapointe, Assistant Deputy Minister, Fisheries and Harbour Management.

Health Canada:

David Morin, Director General, Safe Environments Directorate, Healthy Environments and Consumer Safety Branch.

Transport Canada:

Michelle Sanders, Director, Clean Water Policy.

Ms. Gelfand made a statement and, with Ms. DaCosta and Mr. McKenzie, answered questions.

At 9:08 a.m., the committee suspended.

At 9:11 a.m., the committee resumed.

Mr. Morin, Ms. Goodier, Mr. Enns, Ms. Lapointe and Mr. Roberge each made a statement and answered questions.

At 10:05 a.m., the committee adjourned to the call of the chair.
