The Standing Senate Committee on Energy, the Environment and Natural Resources met this day at 8 a.m., in room B45, Senate of Canada Building, the chair, the Honourable Rosa Galvez, presiding.

Members of the committee present: The Honourable Senators Cordy, Galvez, Harder, P.C., LaBoucane-Benson, MacDonald, Martin, Massicotte, McCallum, Mitchell, Mockler, Ngo, Patterson, Richards, Seidman, Simons and Woo (16).

Other senators present: The Honourable Senators Black (Alberta), Carignan, P.C., McCoy, Stewart Olsen, Tkachuk and Wallin (6).

In attendance: Sam Banks and Jesse Good, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, December 12, 2018, the committee continued to examine Bill C-69, An Act to enact the Impact Assessment Act and the Canadian Energy Regulator Act, to amend the Navigation Protection Act and to make consequential amendments to other Acts. (For complete text of the order of reference, see proceedings of the committee, Issue No. 54.)

WITNESSES:

Government of Saskatchewan:

The Honourable Bronwyn Eyre, M.L.A., Minister of Energy and Resources.

Government of Newfoundland and Labrador:

The Honourable Dwight Ball, Premier of Newfoundland and Labrador;

The Honourable Siobhan Coady, M.H.A., Minister of Natural Resources.

Government of Alberta:

The Honourable Rachel Notley, Premier of Alberta;

Beverly Yee, Deputy Minister, Alberta Environment and Parks.

At 8:05 a.m., the Honourable Senator Massicotte replaced the Honourable Senator Pratte as a member of the committee.

Minister Eyre made a statement and answered questions.

At 8:59 a.m., it was agreed that the committee suspend.

At 9:04 a.m., the committee resumed.

Premier Ball and Minister Coady made statements and answered questions.

At 9:11 a.m., the Honourable Senator Carignan, P.C., replaced the Honourable Senator Frum as a member of the committee.

At 10 a.m., it was agreed that the committee suspend.

At 10:06 a.m., the Honourable Senator Martin replaced the Honourable Senator Neufeld as a member of the committee.

At 10:07 a.m., the committee resumed.

Premier Notley made a statement and, together with Ms. Yee, answered questions.

At 10:23 a.m., the Honourable Senator Maltais replaced the Honourable Senator Carignan, P.C., as a member of the committee.

At 10:44 a.m., the Honourable Senator Ngo replaced the Honourable Senator Martin as a member of the committee.

At 10:51 a.m., it was agreed that the committee suspend to resume in camera.

At 10:55 a.m., pursuant to rule 12-16(1)(d), the committee proceeded in camera to consider a draft agenda (future business).

It was agreed:

That senators' staff be permitted to remain in the room during the in camera portion of the meeting.

It was agreed:

That the committee allow the transcription of the in camera portion of today's meeting, that one copy be kept in the office of the clerk of the committee for consultation by committee members present or by the committee analysts; and

That the transcript be destroyed by the clerk when authorized to do so by the Subcommittee on Agenda and Procedure, but no later than at the end of this parliamentary session.

It was agreed that Bill C-69 be reported to the Senate no later than May 9, 2019.

It was agreed that the itinerary proposed by the Subcommittee on Agenda and Procedure be adopted.

At 11:26 a.m., the committee adjourned to the call of the chair.
