The Standing Senate Committee on Energy, the Environment and Natural Resources met this day at 1:06 p.m., in Ballroom C, Delta Saint John, the chair, the Honourable Senator Rosa Galvez, presiding.
Members of the committee present: The Honourable Senators Carignan, C.P., Cormier, Galvez, MacDonald, Massicotte, McCallum, Mercer, Mockler, Neufeld, Patterson, Richards and Simons (12).
In attendance: Jesse Good and Sam Banks, Analysts, Parliamentary Information and Research Service, Library of Parliament; Stéphanie Pépin, Legislative Clerk, Senate Committees Directorate.
Also present: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Wednesday, December 12, 2018, the committee continued its consideration of Bill C-69, An Act to enact the Impact Assessment Act and the Canadian Energy Regulator Act, to amend the Navigation Protection Act and to make consequential amendments to other acts. Thomas Raffy, Chief Executive Officer.
Ms. Somerville, Ms. Cunningham, Mr. Gamble and Mr. Raffy each made a statement and, together with Mr. Duplisea, answered questions.
At 2:16 p.m., it was agreed that the committee suspend.
At 2:19 p.m., the committee resumed.
The Honourable Senator MacDonald moved:
That the Standing Senate Committee on Energy, the Environment and Natural Resources report back to the Senate on its deliberations regarding C-69, An Act to enact the Impact Assessment Act and the Canadian Energy Regulator Act, to amend the Navigation Protection Act and to make consequential amendments to other Acts, no later than May 16, 2019.
After debate, the Honourable Senator Simons moved:
That the motion be amended by replacing "report back to the Senate on its deliberations'' by "write a letter to the Senate leadership requesting an extension of the date approved in the agreement that the three leaders signed,''.
After debate, the question being put on the motion in amendment, it was adopted.
It was agreed to adopt the motion as amended.
At 2:37 p.m., it was agreed that the committee adjourn to the call of the chair.
