The Standing Senate Committee on Human Rights met this day at 12:29 p.m., in room 9, Victoria Building, the chair, the Honourable Jim Munson, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Ataullahjan, Munson and Ngo (4).

Other senator present: The Honourable Senator Omidvar (1).

In attendance: Jean-Philippe Duguay and Julia Nicol, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, February 3, 2016, the committee continued its study to monitor issues relating to human rights and, inter alia, to review the machinery of government dealing with Canada's international and national human rights. (For the complete text of the order of reference, see proceedings of the committee, Issue No. 3.) WITNESSES:

Global Affairs Canada:

Wendy Gilmour, Director General, Trade Controls Bureau;

Dominic Gingras, Director, Market Access and Trade Remedies Law Division.

As an individual:

Milos Barutciski, Co-Head of International Trade, Bennett Jones Law Firm.

The chair made a statement.

Ms. Gilmour made a statement and, together with Mr. Gingras, answered questions.

The Honourable Senator Munson moved:

That, notwithstanding the motion adopted in the meeting on Friday, December 11, 2015, the committee be authorized pursuant to rule 12-17, to meet for the purpose of receiving evidence without quorum, even though members representing both the opposition and the Senate Liberals may not be present.

The question being put on the motion, it was adopted.

At 1:20 p.m., the committee suspended.

At 1:21 p.m., the committee resumed.

At 1:24 p.m., the deputy chair, the Honourable Senator Ataullahjan, took the chair.

The deputy chair made a statement.

Mr. Barutciski made a statement and answered questions.

At 1:59 p.m., the committee adjourned to the call of the chair.
