The Standing Senate Committee on Human Rights met this day at 11:31 a.m., in room 9, Victoria Building, the chair, the Honourable Jim Munson, presiding.
Members of the committee present: The Honourable Senators Ataullahjan, Hubley, Martin, Mockler, Munson, Nancy Ruth and Ngo (7).
Other senators present: The Honourable Senators Gagné and Omidvar (2).
In attendance: Julia Nicol and Jean-Philippe Duguay, Analysts, Parliamentary Information and Research Service, Library of Parliament; Marcy Galipeau and Stéphanie Fillion, Communications Officers.
Also in attendance: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Wednesday, February 3, 2016, the committee continued its study to monitor issues relating to human rights and, inter alia, to review the machinery of government dealing with Canada's international and national human rights obligations. (For complete text of the order of reference, see proceedings of the committee, Issue No. 3.)

The chair made a statement.
Ms. Saperia made a statement and answered questions.
At 12:35 p.m., the committee suspended.
At 12:41 p.m., pursuant to rule 12-16(1)(d), the committee proceeded in camera to consider a draft report.
It was agreed that senators' staff be allowed to remain in the room.
It was agreed that the draft report be adopted; and that the Subcommittee on Agenda and Procedure be empowered to approve the final version of the report, and with any necessary editorial, grammatical and translation changes required.
It was agreed that the chair be authorized to table the report in the Senate, at the earliest opportunity.
At 1:19 p.m., the committee adjourned to the call of the chair.
