The Standing Senate Committee on Human Rights met in camera this day at 11:34 a.m., in room 9, Victoria Building, the chair, the Honourable Wanda Elaine Thomas Bernard, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Ataullahjan, Bernard, Boyer, Cordy, Martin and Pate (7).

In attendance: Jean-Philippe Duguay and Alexandra Smith, Analysts, Parliamentary Information and Research Services, Library of Parliament; Síofra McAllister, Communications Officer, Senate Communications Directorate.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, September 20, 2018, the committee began its study to examine and monitor issues relating to human rights and, inter alia, to review the machinery of government dealing with Canada's international and national human rights obligations.

It was agreed that senators' staff be permitted to remain in the room during today's in camera meeting.

It was agreed that the committee allow the transcription of today's in camera meeting, that one copy be kept with the clerk of the committee for consultation by committee members or staff present, and that the transcript be destroyed by the clerk when authorized to do so by the Subcommittee on Agenda and Procedure, but not later than at the end of the parliamentary session.

Pursuant to rule 12-16(1)(d), the committee considered a draft agenda.

At 11:54 a.m., the committee adjourned to the call of the chair.
