The Standing Joint Committee on Official Languages has the honour to present its
FIFTH (A) REPORT
Your committee which is authorized by section 88 of the Official Languages Act to review on a permanent basis the administration of the Act, any regulations and directives made under the Act and the report of the Commissioner of Official Languages, the President of the Treasury Board and the Minister of Canadian Heritage, respectfully requests that it be empowered to engage the services of such counsel and technical, clerical and other personnel as may be necessary for the purpose of such study.Pursuant to Section 2:07 of the Procedural Guidelines for the Financial Operation of Senate Committees, the budget submitted to the standing Committee on Internal Economy, Budgets and Administration and the report thereon of that Committee are appended to this report.

STATUTORY ORDER OF REFERENCE
Extract from the Official Languages Act, R.S.C. 1985, c. 31:
88. The administration of this Act, any regulations and directives made under this Act and the reports of the Commissioner, the President of the Treasury Board and the Minister of Canadian Heritage made under this Act shall be reviewed on a permanent basis by such committee of the Senate, of the House of Commons or of both Houses of Parliament as may be designated or established for that purpose.
The proposed expenditures will be shared by the two Houses on the following basis:
