Presentation of Reports from Standing or Special Committees

The Honourable Senator Banks, Chair of the Standing Senate Committee on Energy, the Environment and Natural Resources, presented its Sixth Report (Bill C-28, An Act to amend the Canada National Parks Act, without amendment).

The Honourable Senator Lawson moved, seconded by the Honourable Senator Moore, that the Bill be placed on the Orders of the Day for a third reading at the next sitting.

The question being put on the motion, it was adopted.

Tabling of Reports from Inter-Parliamentary Delegations

The Honourable Senator Poulin tabled the following:

Report of the Canada-Japan Inter-Parliamentary Group respecting its participation at the 10th General Assembly of the Asia-Pacific Parliamentarians' Conference on Environment and Development, held on Cozumel Island, Mexico, from November 13 to 15, 2003.—Sessional Paper No. 3/37-212.

Resuming debate on the motion of the Honourable Senator Mercer, seconded by the Honourable Senator Munson, for the third reading of Bill C-3, An Act to amend the Canada Elections Act and the Income Tax Act.

After debate,

In amendment, the Honourable Senator Lynch-Staunton moved, seconded by the Honourable Senator Kelleher, P.C., that the Bill be not now read a third time but that it be amended in clause 27, on page 14, by replacing lines 30 to 36, with the following:

"comes into force on June 27, 2004.''.

The question was put on the motion in amendment.

Pursuant to Rule 67(2), a standing vote was deferred until 5:30 p.m. tomorrow, with the bells to sound at 5:15 p.m. for fifteen minutes.

Resuming debate on the motion of the Honourable Senator Smith, P.C., seconded by the Honourable Senator Hervieux-Payette, P.C., for the third reading of Bill C-20, An Act to change the names of certain electoral districts.

After debate,

The question being put on the motion, it was adopted.

The Bill was then read the third time and passed.

Ordered, That a Message be sent to the House of Commons to acquaint that House that the Senate has passed this Bill, without amendment.
