The Standing Senate Committee on Indigenous Peoples has the honour to present its
EIGHTH REPORT
Your committee, to which was referred Bill C-27, An Act to give effect to the Final Self-Government Agreement for the Tlegohli Got’ine and to make consequential amendments to other Acts, has, in obedience to the order of reference of Monday, September 28, 2026, examined the said bill and now reports the same without amendment but with certain observations, which are appended to this report.
Respectfully submitted,
MICHÈLE AUDETTE
Chair
Observations to the Eighth Report of the Standing Senate Committee on Indigenous Peoples (Bill C-27)
Your committee observes that the financing agreement for the Tlegohli Got’ine Government needs to be based on the evolution of actual needs and should include capacity funding for the implementation of Bill C-27, An Act to give effect to the Final Self-Government Agreement for the Tlegohli Got’ine and to make consequential amendments to other Acts.
Your committee had concerns about the community receiving adequate funding to implement the self-government agreement. Your committee was not provided any details on the funding agreement but was comforted by the minister’s assurance that an agreement was in place with adequate support for the community. Without the assurances of the minister, the committee may not have passed the bill without further investigation.
The Honourable Senator Duncan moved, seconded by the Honourable Senator Petten, that the bill be placed on the Orders of the Day for third reading at the next sitting.
The question being put on the motion, it was adopted.
The Honourable Senator Gignac, Chair of the Standing Senate Committee on Banking, Commerce and the Economy, tabled the seventh report of the committee (The subject matter of those elements contained in Divisions 1, 2, 3, 6, 7 and 8 of Part 4 of Bill C-31, A second Act to implement certain provisions of the budget tabled in Parliament on November 4, 2025).—Sessional Paper No. 1/45-1312S.
(Pursuant to the order adopted June 10, 2026, the report was deemed referred to the Standing Senate Committee on National Finance and placed on the Orders of the Day for consideration at the next sitting.)
