The Standing Senate Committee on Foreign Affairs met this day at 4:03 p.m. in Room 256-S of the Centre Block, the Chairman, the Honourable John B. Stewart, presiding.

Members of the Committee present: The Honourable Senators Andreychuk, Bolduc, Corbin, Doody, Grafstein, Ottenheimer, Stewart and Stollery.(8)

Other senators present: The Honourable Senators De Bané and Whelan.

Also present: From the Research Branch of the Library of Parliament: Mr. Anthony Chapman, Economics Division.

In attendance: Official Senate reporters.

WITNESSES:

From the Department of Foreign Affairs and International Trade:

Mr. Robert G. Wright, Deputy Minister for International Trade;

Ms. Joanne Osendarp, Trade Remedies Division;

Mr. Douglas Forsythe, Economic Law Division; and

Mr. Ross Snyder, Deputy Director (Cuba), Caribbean and Central America Relations Division.

From the Department of Justice:

Mr. Gilles Lauzon, Q.C., General Counsel.

The committee considered Bill C-54, an Act to amend the Foreign Extraterritorial Measures Act.

Mr. Wright made a presentation, and along with the other witnesses, answered questions.

Senator Grafstein moved -- That the Committee report Bill C-54 to the Senate without amendment.

Carried unanimously.

At 5:20 p.m., the committee met in camera to consider future business.

At 5:40 p.m., the committee adjourned to the call of the Chair.
