The Standing Senate Committee on Foreign Affairs met this day at 3:26 p.m. in Room 256-S of the Centre Block, the Chairman, the Honourable John B. Stewart, presiding.

Members of the committee present: The Honourable Senators Carney, Corbin, De Bané, Doody, Grafstein, Lynch-Staunton, Mercier, Moore, Stewart and Whelan. (10)

Other senators present: The Honourable Senators Kinsella and Prud'homme.

Also present: From the Research Branch of the Library of Parliament: Mr. Anthony Chapman, Economics Division.

In attendance: The official reporters of the Senate.

WITNESSES:

From the Department of Foreign Affairs and International Trade:

Mr. Andrew R. Moroz, Deputy Negotiator, Rules of Origin; and

Mrs. Barbara Gibson, Director, Middle East Relations Division.

From the Department of Justice:

Mrs. Ellen Stensholt, Senior General Counsel.

From the Department of Finance:

Mrs. Patricia M. Close, Director, Tariffs Division.

From the Centre d'études arabes pour le développement:

Mr. Jawad Skalli, President.

The committee began proceedings on Bill C-61, an Act to implement the Canada-Israel Free Trade Agreement.

Mr. Moroz made a presentation and, along with Mrs. Gibson and Mrs. Stensholt, answered questions.

Mr. Skalli made a presentation and answered questions.

Mr. Mahmoud made a presentation and answered questions.

Professor Sigler made a presentation and answered questions.

At 6:31 p.m., the committee adjourned to the call of the Chair.
