The Standing Senate Committee on Legal and Constitutional Affairs, met this day in Room 256-S, Centre Block, at 10:32 a.m., the Chair, the Honourable Senator Sharon Carstairs, presiding.

Members of the Committee present: The Honourable Senators Beaudoin, Carstairs, Doyle, Lewis, Milne and Nolin, (6).

Other senators present: The Honourable Senators Bonnell, Hervieux-Payette and Pearson (3).

In attendance: Marilyn Pilon, Research Officer, Research Branch of the Library of Parliament.

Also in attendance: The official reporters of the Senate.

WITNESS:

Hon. Anne Cools, Senator, sponsor of the bill.

Pursuant to the Order of Reference adopted by the Senate on Thursday, May 2, 1996, the Committee commenced its consideration of Bill S-3, An Act to amend the Criminal Code (plea bargaining).

The Chair made a statement.

The Hon. Senator Anne C. Cools, sponsor of the bill, made an opening statement.

The Hon. Senator Cools answered questions.

At 10:58 a.m., the Honourable Senator Nolin took the Chair.

The Acting Chair recognized two representatives of the Parliament of Ghana attending the Committee's meeting.

At 11:32 a.m., the Honourable Senator Carstairs returned to the Chair.

The Hon. Senator Cools continued to answer questions.

At 12:08 p.m., the Committee adjourned to the call of the Chair.
