The Standing Senate Committee on Transport and Communications met at 3:35 p.m. this day, the Chair, the Honourable Senator Lise Bacon, presiding.

Members of the Committee present: The Honourable Senators Adams, Atkins, Bacon, Forest, Forrestall, Johnson, Landry, Losier-Cool, Perrault, Poulin, Roberge and Spivak. (12)

Other senator present: The Honourable Senators Carney

In attendance: David Wightman, Consultant, Parliamentary Centre; Michel Patrice, Legislative Clerk, Committees and Private Legislation Directorate.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on June 10, 1996 , the Committee proceeded to examine Bill C-20, An Act Respecting the Commercialization of Civil Air Navigation Services.

The witnesses from the Canadian Owners and Pilots Association made a statement and answered questions.

It was agreed, -- That the submission by the Canadian Owners and Pilots Association be tabled with the Clerk of the Committee as Exhibit 5900 T1 - 2.35 / C-20, 7, "2".

At 4:12 p.m., the sitting was suspended.

At 4:45 p.m., the sitting resumed.

The witness(es) from the Office of the Privacy Commissioner of Canada made a statement and answered questions.

The witness(es) from Nav Canada made a statement and answered questions.

It was agreed, -- That the submission by Nav Canada be tabled with the Clerk of the Committee as Exhibit 5900 T1 - 2.35 / C-20, 7, "3".

At 6:12 p.m., the sitting was suspended.

At 6:35 p.m., the sitting resumed.

The minister and the witness(es) from the Department of Transport made a statement and answered questions.

It was agreed, - That the document presented by Department of Transport be tabled with the Clerk of the Committee as Exhibit 5900 T1 - 2.35 / C-20, 7, "4".

The Honourable Senator Poulin moved that Bill C-20 be amended by adding immediately after line 28 on page 51, the following:

"COMING INTO FORCE

Coming into force

109. Sections 11, 13 and 100 come into force on the transfer date."

After debate,

The question being put on the motion, it was adopted.

Ordered, - That the Chair report Bill C-20, An Act Respecting the Commercialization of Civil Air Navigation Services to the Senate as amended.

The Honorable Senator Roberge moved that a subcommittee on transportation safety be struck.

The question being put on the motion, it was adopted.

At 7:55 p.m., the Committee adjourned to the call of the Chair.
