The subcommittee on Boreal Forest of the Standing Senate Committee on Agriculture and Forestry met at 9:40 a.m., this day, in Room 705, Victoria Building, for the purpose of Organization.

Members of the committee present: The Honourable Senators Robichaud, Spivak, Stratton and Taylor. (4)

Other senators present: The Honourable Senators Gustafson and Sparrow.

In attendance: From the Research Branch of the library of Parliament: June Dewetering, Research Officer.

Also In attendance: The Official Reporters of the Senate.

Pursuant to its order of reference to study issues related to the harvest of the Boreal Forest and other matters relating to forestry which may be referred to it from time to time by the committee.

The Honourable Senator Spivak moved, -- That the Honourable Senator Taylor be Chairman of the subcommittee.

The question being put on motion, -- it was agreed.

The Honourable Senator Stratton moved, -- That the Honourable Senator Spivak be Deputy Chairman of the subcommittee.

The question being put on motion, -- it was agreed.

The Honourable Senator Spivak moved, -- That the Chairman and Deputy Chairman of the subcommittee be empowered to make decisions on behalf of the committee with respect to its agenda, to invite witnesses and schedule hearings.

The question being put on motion, -- it was agreed.

The Honourable Senator Stratton moved, -- That the subcommittee print 200 copies of its Proceedings and that the Chairman be authorized to adjust this number to meet demand.

The question being put on motion, -- it was agreed.

The Honourable Senator Spivak moved, -- That pursuant to rule 89, the Chairman be authorized to hold meetings, to receive and authorize the printing of the evidence when a quorum is not present, provided that a representative of each party is present.

The question being put on motion, -- it was agreed.

The Honourable Senator Spivak moved, -- That the Chairman, on behalf of the subcommittee, direct the research staff in the preparation of studies, analyses, summaries and draft reports.

The question being put on motion, -- it was agreed.

The Honourable Senator Stratton moved, -- That, pursuant to the Senate guidelines for witnesses expenses, the committee may reimburse reasonable travelling and living expenses for no more than one witness from any one organization and payment will take place upon application.

The question being put on motion, -- it was agreed.

The Honourable Senator Spivak moved, -- That the committee ask the Library of Parliament to assign research officers to the committee.

The question being put on motion, -- it was agreed.

The Honourable Senator Spivak moved, -- That pursuant to section 32 of the Financial Administration Act, authority to commit funds be conferred on the Chairman or in the Chairman`s absence, the Deputy Chairman; and -- That, pursuant to section 34 of the Financial Administration Act, and Guideline 3:05 of Appendix II of the Rules of the Senate, authority for certifying accounts payable by the subcommittee be conferred on the Chairman, the Deputy Chairman, and the Clerk of the subcommittee.

The question being put on motion, -- it was agreed.

At 10:53 a.m., the committee adjourned to the call of the Chair.

The Subcommittee on the Boreal Forest of the Standing Committee on Agriculture and Forestry met in camera at 8:45 a.m., this day, in Room 705 Victoria Building, the Chairman, the Honourable Senator Nicholas W. Taylor, presiding.

Members of the committee present: The Honourable Senators Robichaud and Spivak. (2)

In attendance: From the Research Branch of the Library of Parliament: Ms Lynne Myers, Research Officer.

Pursuant to its Order of Reference adopted in the Standing Senate Committee on Agriculture and Forestry on February 12, 1998, the subcommittee commenced its study to inquire into issues related to the harvest of the boreal forest and other matters relating to forestry which may referred to it from time to time by the committee;

The subcommittee examined its proposed budget.

The Honourable Senator Spivak moved, -- That the following budget application be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration subject to the granting by the Senate of authority to engage the services of personnel:

The Subcommittee of the Boreal Forest of the Standing Senate Committee on Agriculture and Forestry met at 3:35 p.m. this day, in Room 172-E, Centre Block, the Chairman, the Honourable Senator Nicholas Taylor, presiding.

Members of the committee present: The Honourable Senators Robichaud, Spivak, Stratton, Taylor and Whelan. (5)

In attendance: Ms Lynne Myers, Research Officer, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to its Order of Reference adopted in the Standing Senate Committee on Agriculture and Forestry on February 12, 1998, the subcommittee commenced its study to inquire into issues related to the harvest of the Boreal Forest and other matters relating to forestry which may referred to it from time to time by the committee;

WITNESSES:

From Natural Resources Canada:

Dr. Yvan Hardy, Assistant Deputy Minister, Canadian Forestry Service; and

Mr. Jacques Carette, Director General, Policy, Planning and International Affairs Branch, Canadian Forestry Service.

Dr. Hardy made a statement and, with Mr. Carette, answered questions.

At 5:12 p.m. the committee adjourned to the call of the Chair.
