The Subcommittee on Aboriginal Economic Development in relation to Northern National Parks of the Standing Senate Committee on Aboriginal Peoples met at 9:10 a.m., this day, in room 172-E, Centre Block, the Chair, the Honourable Senator Christensen presiding.

Members of the subcommittee present: The Honourable Senators Andreychuk, Christensen, Cochrane, Sibbeston and Watt (5).

Other senator present: The Honourable Senator DeWare (1).

Pursuant to the Order of Reference adopted by the Senate on Tuesday, June 13, 2000, the subcommittee began to examine and report upon the opportunities to expand economic development, including tourism and employment, associated with national parks in Northern Canada, within the parameters of existing comprehensive land claim and associated agreements with aboriginal peoples and in accordance with the principles of the National Parks Act. (See Issue No. 1, Wednesday, June 21, 2000 for full text of the Order of Reference.)

Bruce Amos, Director General, Parks Canada, made an opening statement. Robert Prosper gave a slide presentation. Steve Langdon made an opening statement. Together, they answered questions.

The meeting suspended at 10:35 a.m.

The meeting resumed at 10:45 a.m.

Bill Austin, Assistant Deputy Minister, Claims and Indian Government, made an opening statement and, together with Marc Brooks and David Baker, answered questions.

At 11:30 a.m., Kevin McNamee made an opening statement and answered questions.

At 12:05 p.m., the meeting suspended.

At 1:40 p.m., the meeting resumed with the Honourable Senator Watt as Acting Chair.

Virginia Doucett, Executive Director, Aboriginal Tourism Team Canada made an opening statement.

Murray Jackson, Vice President, Product Development Canadian Tourism Commission made an opening statement. Mr. Jackson tabled two documents distributed by CTC, a pamphlet entitled, "Canadian Tourism Facts and Figures" and a booklet entitled, "Rediscover Canada Year-Round Vacation Guide", which were retained by the Clerk of the Subcommittee as exhibits No. 6050-2.36/P1-2 "1" and 6050-2.36/P1-2 "2" respectively.

Mr. Jackson and Ms Doucett answered questions. Ms Doucett tabled two ATTC publications, entitled, "Aboriginal Cultural Tourism, Checklist for Success" and "Aboriginal Tourism, Business Planning Guide", which were retained by the Clerk as exhibits No. 6050-2.36/P1-2 "3" and 6050-2.36/P1-2 "4" respectively.

At 2:45 p.m., Chief Morris Shannacappo made an opening statement and answered questions.

At 3:45 p.m., the meeting suspended.

At 4:20 p.m., the meeting resumed.

John Merritt, Constitutional Advisor, Nunavut Tunngavik Inc., made an opening statement and answered questions. Mr. Merritt tabled two documents entitled, "Ittuaqtuut" and "Taking Stock: A Review of the First Five Years of Implementing the Nunavut Land Claim Agreement", which were retained by the Clerk as exhibits No. 6050-2.36/P1-2 "5" and 6050-2.36/P1-2 "6" respectively.

At 4:55 p.m., the subcommittee adjourned to the call of the Chair.
