The Standing Senate Committee on National Security and Defence met this day, in camera, at 9:40 a.m. in room 172-E, Centre Block, the Chair, the Honourable Colin Kenny, presiding.
Members of the committee present: The Honourable Senators Atkins, Banks, Cordy, Kenny, LaPierre, Meighen (6).
In attendance: From the Parliamentary Research Branch, Library of Parliament: Grant Purves, Research Officer, General (ret'd) Keith McDonald, Senior Military Adviser, Chief Warrant Officer (ret'd) Maurice Dessureault, Military Adviser, Joe Varner, Office of Senator Forrestall.
Pursuant to the Order of Reference adopted by the Senate on Thursday, May 31, 2001, the committee proceeded to its introductory survey of the major security and defence issues facing Canada with a view to preparing a detailed work plan for future comprehensive studies. (See Issue No. 1, Monday, July 18, 2001, for the full text of the Order of Reference.)
The committee proceeded to consider a draft report and agreed to meet again on the report.
At 1:50 p.m., the committee adjourned to the call of the Chair.

Members of the committee present: The Honourable Senators Atkins, Banks, Cordy, Kenny, LaPierre, Meighen (6).
In attendance: From the Parliamentary Research Branch, Library of Parliament: Grant Purves, Research Officer, General (ret'd) Keith McDonald, Senior Military Adviser, Chief Warrant Officer (ret'd) Maurice Dessureault, Military Adviser, Joe Varner, Office of Senator Forrestall.

It was moved by the Honourable Senator Meighen, - That the following budget application of the Subcommittee on Veterans Affairs for the fiscal year ending March 31, 2002 be concurred in, and - That the Chair submit same to the Committee on Internal Economy, Budgets and Administration.

The committee proceeded to consider a draft report.
It was moved by the Honourable Senator Cordy, - That the material provided by National Defence - CFB Gagetown be filed as an exhibit with the Clerk of the Committee (Exhibit 5900 N2-SS-1, 12 "16").
It was agreed - That the material provided by Halifax Port Authority be filed as an exhibit with the Clerk of the Committee (Exhibit 5900 N2-SS-1, 12 "17").
It was agreed - That the material provided by the RCMP be filed as an exhibit with the Clerk of the Committee (Exhibit 5900 N2-SS-1, 12 "18").
It was agreed - That the material provided by Veterans Affairs Canada be filed as an exhibit with the Clerk of the Committee (Exhibit 5900 N2-SS-1, 12 "19").
It was agreed - That the material provided by the Department of Foreign Affairs and International Trade be filed as an exhibit with the Clerk of the Committee (Exhibit 5900 N2-SS-1, 12 "20").
The question being put on the motion it was resolved in the affirmative.
At 4:55 p.m., the committee suspended its sitting.
At 5:05 p.m., the committee resumed its sitting in room 172-E.
At 9:00 p.m., the committee adjourned to the call of the Chair.

At 3:45 p.m., the committee resumed its sitting in room 172-E.
It was moved by the Honourable Senator Banks, - That the report be adopted subject to editorial changes to correct semantics, syntax and grammar and that the Chair be delegated the responsibility of choosing a title.
The question being put on the motion it was adopted in the affirmative
At 5:15 p.m., the committee suspended its sitting.
At 5:20 p.m., the committee resumed its sitting in the absence of staff.
It was moved by the Honourable Senator Banks, - That the committee include the reports of the fact-finding trip to Montreal; Vancouver, Victoria and Winnipeg; Halifax and Fredericton; and Washington as appendices to the committee proceedings of February 18, 2002.
The question being put on the motion it was adopted in the affirmative
At 5:40 p.m., the committee adjourned to the call of the Chair.
