The Standing Senate Committee on Energy, the Environment and Natural Resources met this day, in room 257, East Block, at 5:08 p.m., the Chair, the Honourable Tommy Banks, presiding.

Members of the committee present: The Honourable Senators Adams, Angus, Banks, Buchanan, P.C., Cochrane, Harb, Kenny, Lavigne, Milne and Spivak (10).

In attendance: From the Research Branch of the Library of Parliament: Lynne Myers, Research Analyst, Science and Technology and Frédéric Beauregard-Tellier, Economics Division.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, October 19, 2004, the committee continued its study of emerging issues related to its mandate. (For complete text of Order of Reference, see proceedings of the committee, Issue No. 1.)

APPEARING:

The Honourable Stéphane Dion, P.C., M.P., Minister of the Environment.

WITNESSES:

Johanne Gélinas, Commissioner of the Environment and Sustainable Development;

John Reed, Principal;

Neil Maxwell, Principal;

John Affleck, Principal;

Richard Arseneault, Principal.

Environment Canada:

Nick Macaluso, Policy Manager, Climate Change Economics Directorate, Policy and Communications;

Steve McCauley, Director, Oil, Gas and Energy Branch, Environmental Protection Service.

The Chair made an opening statement.

Senator Buchanan made a presentation.

Ms. Gélinas made an opening statement and answered questions.

Mr. Reed, Mr. Maxwell, Mr. Affleck and Mr. Arseneault answered questions.

At 6:15 p.m., the committee suspended.

At 6:20 p.m., the committee resumed.

Minister Dion made an opening statement and answered questions.

Mr. Macaluso and Mr. McCauley answered questions.

At 7:05 p.m., the committee adjourned to the call of the Chair.
