The Standing Senate Committee on Agriculture and Forestry met at 7:10 p.m., this day, in room 160-S, Centre Block, the Chair, the Honourable Joyce Fairbairn, P.C., presiding.

Members of the committee present: The Honourable Senators Callbeck, Downe, Fairbairn, P.C., Mahovlich, Meighen, Peterson and Segal (7).

In attendance: Frédéric Forge, Marc Leblanc, Marc-André Pigeon, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, May 16, 2006 the committee continued its consideration of rural poverty in Canada. (For complete text of Order of Reference, see proceedings of the committee, Issue No. 6.)

WITNESSES:

As an individual:

Jim Sentance, Associate Professor, Department of Economics, University of Prince Edward Island.

As a panel:

Canadian Sugar Institute:

Sandra Marsden, President.

Rogers Sugar Canada:

Daniel Lafrance, Vice-President and Chief Financial Officer.

Mr. Sentance made a statement and answered questions.

At 8:02 p.m., the committee suspended.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, April 26, 2006, the committee continued its consideration of the present state and the future of agriculture and forestry in Canada. (For complete text of Order of Reference, see proceedings of the committee, Issue No. 1.)

At 8:04 p.m., the committee resumed.

Ms. Marsden and Mr. Lafrance each made a statement and answered questions.

At 8:48 p.m., in accordance with rule 92(2)(e), the committee considered its draft future agenda in camera.

It was moved by the Honourable Senator Segal that the steering committee be empowered, on behalf of the committee, to make whatever representation it deemed appropriate and in whatever form appropriate, on the sugar beet issue.

The question being put on the motion, it was adopted.

At 8:58 p.m., the committee adjourned to the call of the Chair.

Mark Partridge, Adjunct Professor, Department of Agricultural Economics, University of Saskatchewan.

Messrs. Jean, Bruce and Partridge each made a statement and, together, answered questions.

At 10:25 a.m., the committee adjourned to the call of the Chair.
