The Standing Committee on Rules, Procedures and the Rights of Parliament met this day, at 9:33 a.m., in room 356- S, Centre Block, the deputy chair, the Honourable David P. Smith, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Brown, Corbin, Duffy, Fraser, Furey, Joyal, P.C., Losier-Cool, McCoy, Nolin, Robichaud, P.C., Smith, P.C. (12).

In attendance: Michel Bédard and Jean-Rodrigue Paré, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

The Honourable Senator Fraser moved that the committee proceed in camera, pursuant to rule 92(2)(f), to consider draft reports.

The question being put on the motion, it was adopted.

The Honourable Senator McCoy moved that the committee allow the transcription of today's in camera meeting.

The question being put on the motion, it was adopted.

Pursuant to rule 86(1)(f)(i), the committee proceeded to consider a draft report on the reinstatement of bills.

After debate, it was moved that the report be adopted, as amended, and that the chair be authorized to table it in the Senate.

The question being put on the motion, it was adopted.

Pursuant to rule 86(1)(f)(i), the committee proceeded to consider a draft report on the notice requirements for questions of privilege.

After debate, it was moved that the report be considered by the committee at its meeting scheduled for March 24, 2009.

The question being put on the motion, it was adopted.

At 10:30 a.m., the committee adjourned to the call of the chair.
