The Standing Committee on Rules, Procedures and the Rights of Parliament met this day, in camera, at 12:20 p.m., in room 160-S, Centre Block, the chair, the Honourable Donald H. Oliver, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Brown, Corbin, Duffy, Fraser, Furey, Joyal, P.C., Keon, Losier-Cool, McCoy, Nolin, Oliver, Robichaud, P.C., and Smith, P.C. (14).

In attendance: Michel Bédard, Analyst, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to rules 92(2)(f) and 86(1)(f)(i), the committee continued its consideration of a draft report on the notice requirements for questions of privilege.

WITNESS:

Senate of Canada:

Charles Robert, Principal Clerk, Chamber Operations and Procedure Office, Senate of Canada.

Mr. Robert made a presentation and answered questions.

It was agreed that the Subcommittee on Agenda and Procedure be authorized to make agreed changes and to authorize the chair to present the report when ready.

At 1:16 p.m., the committee adjourned to the call of the chair.

The Standing Committee on Rules, Procedures and the Rights of Parliament met this day, in camera, at 9:35 a.m., in room 356-S, Centre Block, the chair, the Honourable Donald H. Oliver, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Brown, Corbin, Duffy, Fraser, Joyal, P.C., Losier-Cool, Nolin, Oliver, Robichaud, P.C., and Smith, P.C. (11).

In attendance: Michel Bédard and Élise Hurtubise-Loranger, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to rules 92(2)(f) and 86(1)(f)(i), the committee continued its consideration of a draft report on the notice requirements for questions of privilege.

It was agreed that the committee's adoption of a report on the notice requirements for questions of privilege, which occurred on May 6, 2009, be rescinded.

It was moved that paragraph 6, as amended, be approved.

The question being put on the motion, it was adopted.

It was moved that the report, as amended, be approved and that the chair be authorized to present the report in the chamber.

Pursuant to the order of reference adopted by the Senate on Tuesday, April 21, 2009, the committee continued its examination of the matter of the government's erroneous statement concerning the proceedings of the Senate, as appeared on its website "actionplan.gc.ca".

The committee considered a draft report.

After discussion, it was agreed that a new draft report with the proposed amendments be considered at the next meeting.

At 10:45 a.m., the committee adjourned to the call of the chair.

Pursuant to the order of reference adopted by the Senate on Tuesday, April 21, 2009, the committee continued its examination of the matter of the Government's erroneous statement concerning the proceedings of the Senate, as appeared on its website "actionplan.gc.ca".

WITNESS:

Pursuant to rule 92(2)(f), the committee considered a draft report.

It was moved that the report, as amended, be approved and that the chair be authorized to present the report in the Chamber.

The question being put on the motion, it was adopted.

It was moved that the report be distributed to all ministers.

Pursuant to rules 92(2)(f) and 86(1)(f)(i), the committee continued its procedural considerations arising from the amendments to the Conflict of Interest Code for Senators; consideration of a draft report.

At 1:17 p.m., Mr. Robert made a presentation and answered questions.

After discussion, it was agreed that a new draft report with the proposed amendments be considered by the Subcommittee on Agenda and Procedure and reported back to the full committee.

At 1:22 p.m., the committee adjourned to the call of the chair.
