The Standing Committee on Rules, Procedures and the Rights of Parliament met this day, in camera, at 9:35 a.m., in room 356-S, Centre Block, the deputy chair, the Honourable Senator Smith, P.C., presiding.
Members of the committee present: The Honourable Senators Brown, Cools, Cordy, Fraser, Joyal, P.C., Losier- Cool, Nolin, Robichaud, P.C., Smith, P.C. (9).
In attendance: Michel Bédard and Sebastian Spano, Analysts, Parliamentary Information and Research Service, Library of Parliament.
Also in attendance: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Thursday, May 28, 2009, the committee continued to examine the manner in which committee substitutions are made and in particular the need for temporary as well as permanent replacements of committee members. (For complete text of the order of reference, see proceedings of the committee, Issue No. 11.)
Pursuant to rule 92(2)(f), the committee considered a draft report.
It was moved that senators' staff be permitted to remain in the room.
The question being put on the motion, it was adopted.
It was agreed that the report be adopted as amended and that the Subcommittee on Agenda and Procedure be authorized to approve the text of the amendments and any other grammatical or editorial changes that are required.
It was agreed that the chair be authorized to table the report in the Senate.
Pursuant to rule 92(2)(e), the committee considered its future business.
It was agreed that committee staff prepare a work plan to be considered by the Subcommittee on Agenda and Procedure.
At 10:15 a.m., the committee adjourned to the call of the chair.

Members of the committee present: The Honourable Senators Brown, Cools, Cordy, Duffy, Fraser, Furey, Harb, Joyal, P.C., Losier-Cool, McCoy, Mockler, Nolin, Oliver and Smith, P.C. (14).
Other senator present: The Honourable Senator Wallace (1).

Pursuant to the order of reference adopted by the Senate on Wednesday, June 17, 2009, the committee began its examination of the matter of televising Senate proceedings.

Senators Segal and Banks each made a presentation and answered questions.
