The Standing Committee on Rules, Procedures and the Rights of Parliament met this day at 12:07 p.m., in camera, in room 257, East Block, the chair, the Honourable David P. Smith, P.C. (Cobourg), presiding.

Members of the committee present: The Honourable Senators Batters, Braley, Comeau, Enverga, Fraser, McCoy, Meredith, Ringuette, Smith, P.C. (Cobourg), and Wallace (10).

In attendance: Sebastian Spano and Andre Barnes, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Wednesday, May 8, 2013, the committee continued its study of a case of privilege relating to the reported interference with Canadians who wished to appear before the Standing Senate Committee on National Security and Defence.

It was agreed that senators' staff be permitted to remain in the room.

In accordance with rule 12-16(1)(d), the committee considered a draft report.

Amendments were agreed to.

After debate,

It was agreed that:

The draft report, as amended, be adopted; and

That the Subcommittee on Agenda and Procedure be empowered to approve the final version of the report, taking into consideration this meeting's discussions, and with any necessary editorial, grammatical and translation changes required.

At 1:12 p.m., the committee adjourned to the call of the chair.
