The Standing Senate Committee on Foreign Affairs and International Trade met this day at 4:01 p.m., in room C128, Senate of Canada Building, the chair, the Honourable Peter M. Boehm, presiding.

Members of the committee present: The Honourable Senators Boehm, Boniface, Coyle, Deacon (Ontario), Gerba, Greene, Harder, P.C., Housakos, MacDonald, Ravalia and Woo (11).

Participating in the meeting: Brian Hermon and Nadia Faucher, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, February 24, 2022, the committee continued its study of the Canadian foreign service and elements of the foreign policy machinery within Global Affairs Canada.

WITNESSES:

Environment and Climate Change Canada:

Stephen de Boer, Assistant Deputy Minister, International Affairs Branch;

Jeanne-Marie Huddleston, Director General, Bilateral Affairs and Trade;

Catherine Stewart, Ambassador for Climate Change (by videoconference).

Canada Border Services Agency:

Natasha Manji, Director General, International Policy and Partnerships Directorate (by videoconference).

Agriculture and Agri-Food Canada:

Kathleen Donohue, Assistant Deputy Minister and Vice-President, International Affairs Branch (by videoconference);

Marie-Noëlle Desrochers, Acting Chief Agriculture Negotiator and Director General, Trade Agreements and Negotiations (by videoconference).

Canadian Food Inspection Agency:

Nathalie Durand, Executive Director, Horizontal and Strategic Initiatives (by videoconference).

Stephen de Boer and Natasha Manji each made a statement and, with together with Catherine Stewart, answered questions.

At 4:59 p.m., the committee suspended.

At 5:02 p.m., the committee resumed.

Kathleen Donohue made a statement and, together with Nathalie Durand and Marie-Noëlle Desrochers, answered questions.

At 5:51 p.m., the committee adjourned to the call of the chair.
