The Standing Senate Committee on Foreign Affairs and International Trade met this day at 4 p.m., in room C128, Senate of Canada Building, the chair, the Honourable Peter M. Boehm, presiding.

Members of the committee present: The Honourable Senators Bellemare, Boehm, Boniface, Coyle, Deacon (Ontario), Gerba, Greene, Housakos, Ravalia, Richards and Woo (11).

Participating in the meeting: Nadia Faucher and Brian Hermon, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Monday, October 17, 2022, the committee began its comprehensive review of the provisions and operation of the Sergei Magnitsky Law and of the Special Economic Measures Act.

WITNESSES:

Global Affairs Canada:

Alexandre Lévêque, Assistant Deputy Minister, Strategic Policy;

Lynn McDonald, Director General, International Economic Policy;

Stephen Burridge, Director, Sanctions Policy and Operations Coordination.

Canada Border Services Agency:

Dan Anson, Director General, Intelligence and Investigations (by videoconference);

Richard St. Marseilles, Director General, Immigration Policy and External Review (by videoconference);

Shawn Hoag, Director General, Commercial Programs (by videoconference).

Royal Canadian Mounted Police:

Superintendent Denis Beaudoin, Director, Financial Crime.

Alexandre Lévêque made a statement and answered questions

At 5:02 p.m., the committee suspended.

At 5:07 p.m., the committee resumed.

Dan Anson and Denis Beaudoin each made a statement and, together with Richard St. Marseilles, answered questions.

At 5:42 p.m., the committee adjourned to the call of the chair.
