The Standing Senate Committee on Banking, Commerce and the Economy met this day at 11:30 a.m., in room W110, 1 Wellington St., the chair, the Honourable Pamela Wallin, presiding.

Members of the committee present: The Honourable Senators Bellemare, Deacon (Nova Scotia), Loffreda, Marshall, Martin, Massicotte, McNair, Ringuette, Varone, Wallin and Yussuff (11).

Participating in the meeting: Brett Howard and Adriane Yong, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, May 9, 2024, the committee continued its consideration of Bill C-280, An Act to amend the Bankruptcy and Insolvency Act and the Companies’ Creditors Arrangement Act (deemed trust — perishable fruits and vegetables).

Office of the Superintendent of Bankruptcy Canada:

Miranda Killam, Deputy Superintendent (by videoconference).

Canadian Association of Insolvency and Restructuring Professionals:

Jean-Daniel Breton, Immediate Past Chair and Member of the Corporate Practice Committee (by videoconference).

As an individual:

Scot Davidson, Member of Parliament, York—Simcoe, Ontario, sponsor of the bill.

Luc Mougeot, Ron Lemaire, Quinton Woods and Massimo Bergamini each made a statement and answered questions.

At 12:17 p.m., the committee suspended.

At 12:18 p.m., the committee resumed.

Miranda Killam, Jean-Daniel Breton and Scot Davidson each made a statement and answered questions.

At 1:30 p.m., the committee adjourned to the call of the chair.
