The Standing Senate Committee on Legal and Constitutional Affairs met this day at 11:31 a.m., in room W120, 1 Wellington St., the chair, the Honourable Brent Cotter, presiding.

Members of the committee present: The Honourable Senators Batters, Boisvenu, Clement, Cotter, Dupuis, Klyne and Pate (7).

Other senators present: The Honourable Senator Arnot (1).

Participating in the meeting: Aoife Mc Donald, Administrative Assistant, Committees Directorate; Julian Walker and Michaela Keenan-Pelletier, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on November 3, 2022, the committee continued its consideration of Bill S-212, An Act to amend the Criminal Records Act, to make consequential amendments to other Acts and to repeal a regulation.

Laura Berger, Staff Lawyer.

As an individual:

Samantha McAleese, Adjunct Research Professor and Instructor, Department of Sociology, Carleton University.

Catherine Latimer, Samantha McAleese and Laura Berger each made a statement and answered questions.

At 12:38 p.m., the committee suspended.

At 12:43 p.m., the committee resumed.

Pursuant to the order of reference adopted by the Senate on Thursday, June 23, 2022, the committee continued its examination on the matter of self-induced intoxication, including self-induced extreme intoxication, in the context of criminal law, including in relation to section 33.1 of the Criminal Code.

The committee discussed a draft agenda (future business).

At 1:01 p.m., the committee adjourned to the call of the chair.
