The Standing Senate Committee on Fisheries and Oceans met this day at 6:37 p.m., in room C128, Senate of Canada Building, the deputy chair, the Honourable Bev Busson, presiding.

Members of the committee present: The Honourable Senators Ataullahjan, Busson, Francis, Kutcher, Patterson (Ontario), Quinn and Ravalia (7).

Participating in the meeting: Daniele Lafrance, Analyst, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, April 27, 2023, the committee began its consideration of the subject matter of those elements contained in Subdivisions A, B and C of Division 21 of Part 4 of Bill C-47, An Act to implement certain provisions of the budget tabled in Parliament on March 28, 2023.

WITNESSES:

Fisheries and Oceans Canada:

Robert Brooks, Director, Marine Environmental and Hazards Response, Canadian Coast Guard.

Transport Canada:

Fabien Lefebvre, Acting Executive Director, Oceans Protection Plan Operations;

Sean Rogers, Executive Director, Legislative, Regulatory and International Affairs;

François Marier, Director, International Marine Policy;

Jeff Johnson, Manager and Senior Policy Advisor, Environmental Policy;

Julie Mah, Manager and Senior Policy Advisor, Oceans Protection Plan.

Fabien Lefebvre made a statement and, together with Jeff Johnson, Sean Rogers and François Marier, answered questions.

At 7:10 p.m., the committee suspended.

At 7:12 p.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to consider a draft report.

It was agreed that the committee allow the transcription of the in camera portion of today’s meeting, that one copy be kept with the clerk of the committee for consultation by committee members and/or staff, and that the transcript be destroyed by the clerk when authorized to do so by the Subcommittee on Agenda and Procedure, but no later than at the end of this parliamentary session.

At 7:20 p.m., the committee adjourned to the call of the chair.
