The Standing Senate Committee on National Security, Defence and Veterans Affairs met this day at 4 p.m., in room C128, Senate of Canada Building, the deputy chair, the Honourable Jean-Guy Dagenais, presiding.

Members of the committee present: The Honourable Senators Anderson, Audette, Boehm, Boisvenu, Dagenais, Dasko, Deacon (Ontario), Richards and Yussuff (9).

Other senators present: The Honourable Senator Duncan (1).

Participating in the meeting: Ariel Shapiro and Anne‑Marie Therrien-Tremblay, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, February 10, 2022, the committee continued its study of issues relating to security and defence in the Arctic.

Troy Crosby, Assistant Deputy Minister (Materiel);

Rob Chambers, Assistant Deputy Minister (Infrastructure and Environment);

Vice-Admiral Angus Topshee, Commander, Royal Canadian Navy;

Lieutenant-General Eric Kenny, Commander, Royal Canadian Air Force;

Lieutenant-General Jocelyn Paul, Commander, Canadian Army.

Public Services and Procurement Canada:

Simon Page, Assistant Deputy Minister, Defence and Marine Procurement.

Canadian Coast Guard:

Andy Smith, Deputy Commissioner, Shipbuilding and Materiel;

Neil O’Rourke, Assistant Commissioner, Arctic Region;

Farhat Khan, Director General, Investment Planning, Materiel and Procurement Management, Chief Procurement Officer (by videoconference).

At 4:59 p.m., the committee suspended.

At 5:02 p.m., the committee resumed.

Vice-Admiral Angus Topshee, Lieutenant-General Eric Kenny and Lieutenant-General Jocelyn Paul answered questions.

At 6:03 p.m., the committee suspended.

At 6:08 p.m., the committee resumed.

Andy Smith made a statement and, together with Neil O’ Rourke, answered questions.

At 6:48 p.m., the committee adjourned to the call of the chair.
