The Standing Senate Committee on Foreign Affairs and International Trade met this day at 4:16 p.m., in room C128, Senate of Canada Building, the chair, the Honourable Peter M. Boehm, presiding.

Members of the committee present: The Honourable Senators Adler, Al Zaibak, Boehm, Dasko, Gerba, Harder, P.C., Hébert, Ravalia and Woo (9).

Other senators present: The Honourable Senator Pupatello (1).

Participating in the meeting: Brian Hermon and Zachariah Black, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Wednesday, November 26, 2025, the committee began its consideration of the subject matter of those elements contained in Divisions 18 and 27 of Part 5 of Bill C-15, An Act to implement certain provisions of the budget tabled in Parliament on November 4, 2025.

WITNESSES:

Financial Transactions and Reports Analysis Centre of Canada:

Michael-John Almon, Assistant Deputy Director, Strategic Policy and Review.

Department of Finance Canada:

Erin Hunt, Director General, Financial Crimes and Security Division;

Jeremy Weil, Senior Director, International Financial Crimes and Sanctions;

Ben Rankin, Senior Advisor, Financial Crimes and Security Division.

Global Affairs Canada:

Larisa Galadza, Associate Assistant Deputy Minister, International Security and Political Affairs Branch;

Patrick Boulanger, Director, Export Controls Policy Division;

Judy Korecky, Deputy Director, Export Controls Policy Division;

Stephen Burridge, Executive Director, Sanctions Policy Division.

Erin Hunt and Larisa Galadza each made a statement and, together with Michael-John Almon, Jeremy Weil, Patrick Boulanger and Stephen Burridge, answered questions.

At 5:15 p.m., the committee adjourned to the call of the chair.
