The Standing Senate Committee on Foreign Affairs and International Trade met this day at 10:31 a.m., in room C128, Senate of Canada Building, the chair, the Honourable Peter M. Boehm, presiding.
Members of the committee present: The Honourable Senators Adler, Al Zaibak, Ataullahjan, Boehm, Coyle, Deacon (Ontario), Gerba, Harder, P.C., Hébert, MacDonald, Ravalia, Wilson and Woo (13).
Other senators present: The Honourable Senators Moncion and Petten (2).
Participating in the meeting: Brian Hermon and Zak Black, Analysts, Library of Parliament.
Pursuant to the order of reference adopted by the Senate on Thursday, March 26, 2026, the committee continued its examination of Bill C-13, An Act to implement the Protocol on the Accession of the United Kingdom of Great Britain and Northern Ireland to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership.

Aaron Fowler, Associate Assistant Deputy Minister, International Trade Branch and Chief Trade Negotiator.
It was agreed that the committee proceed to clause-by-clause consideration of Bill C-13.
It was agreed that the title stand postponed.
With leave, it was agreed that the clauses be considered in groups of 10.
It was agreed that clauses 1 to 10 carry.
It was agreed that clauses 11 to 20 carry.
It was agreed that clauses 21 to 23 carry.
It was agreed that schedule 1 carry.
It was agreed that schedule 2 carry.
It was agreed that schedule 3 carry.
It was agreed that schedule 4 carry.
It was agreed that the title carry.
It was agreed that the bill carry.
It was agreed that observations be appended to the committee’s report.
Aaron Fowler was invited to the table and answered questions.
It was agreed that the Subcommittee on Agenda and Procedure be empowered to approve the final version of the observations being appended to the report, in both official languages, and with any necessary editorial, grammatical or translation changes as required.
It was agreed that the chair report Bill C-13, with observations, to the Senate, in both official languages, at the earliest opportunity.
At 10:51 a.m., the committee adjourned to the call of the chair.
