The Standing Senate Committee on Indigenous Peoples met this day at 6:46 p.m., in room C128, Senate of Canada Building, the deputy chair, the Honourable Margo Greenwood, presiding.

Members of the committee present: The Honourable Senators Audette, Clement, Coyle, Francis, Greenwood, Karetak-Lindell, McCallum, McNair, McPhedran, Pate, Prosper, Tannas and White (13).

Other senators present: The Honourable Senator Klyne (1).

Participating in the meeting: Sara Fryer and Allison Lowenger, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Wednesday, June 25, 2025, the committee continued its consideration of Bill S-2, An Act to amend the Indian Act (new registration entitlements).

WITNESSES:

St. Mary's First Nation:

Sarah Rose, Director of Operations, Chief and Council (by videoconference).

Mi’kmaq Confederacy of Prince Edward Island:

Kateri Coade, Executive Director;

Justin Milne, Legal Counsel (by videoconference).

Assembly of Manitoba Chiefs:

Grand Chief Kyra Wilson (by videoconference).

Council of the Wendat Nation:

Grand Chief Pierre Picard;

Simon Picard, Director, Direction of legal services.

Whitecap Dakota Nation:

Chief Darcy Bear;

Alyson Bear, General Legal Counsel.

Sarah Rose and Kateri Coade each made a statement and, together with Justin Milne, answered questions.

At 7:54 p.m., the committee suspended.

At 8:01 p.m., the committee resumed.

Grand Chief Kyra Wilson, Grand Chief Pierre Picard and Chief Darcy Bear each made a statement and, together with Alyson Bear, answered questions.

At 9 p.m., the committee adjourned to the call of the chair.
