The Standing Senate Committee on Indigenous Peoples met this day at 6:48 p.m., in room C128, Senate of Canada Building, the deputy chair, the Honourable Margo Greenwood, presiding.

Members of the committee present: The Honourable Senators Greenwood, Karetak-Lindell, McPhedran, Pate, Prosper and Tannas (6).

Participating in the meeting: Sara Fryer and Allison Lowenger, Analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Wednesday, November 26, 2025, the committee continued its consideration of the subject matter of Part 4 and those elements contained in Division 35 of Part 5 of Bill C-15, An Act to implement certain provisions of the budget tabled in Parliament on November 4, 2025.

WITNESSES:

First Nations Tax Commission:

Manny Jules, Chief Commissioner (by videoconference).

Department of Finance Canada:

Brent Almond, Director, Indigenous Tax Policy;

Roch Vézina, Senior Tax Policy Analyst.

Chief Commissioner Manny Jules made a statement and answered questions.

At 7:19 p.m., the committee suspended.

At 7:26 p.m., the committee resumed.

Brent Almond and Roch Vézina answered questions.

At 8:08 p.m., the committee suspended.

At 8:16 p.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to discuss a draft report.

It was agreed that the committee allow the audio recording of the in camera portion of today’s meeting, that one copy be kept with the clerk of the committee for consultation by committee members or their staff, and that the audio recording be destroyed by the clerk of the committee when authorized to do so by the Subcommittee on Agenda and Procedure, but no later than at the end of this parliamentary session.

At 8:35 p.m., the committee adjourned to the call of the chair.
