The Standing Senate Committee on Banking, Commerce and the Economy met this day at 4:15 p.m., in room W110, 1 Wellington St., the chair, the Honourable Clément Gignac, presiding.

Members of the committee present: The Honourable Senators Dalphond, Deacon (Nova Scotia), Gignac, Henkel, Loffreda, Martin, McBean, Ringuette, Varone, Wallin and Yussuff (11).

Participating in the meeting: Adriane Yong and Brett Howard, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, September 25, 2025, the committee began its study of matters relating to banking, commerce and the economy generally. (Topic: Canada’s housing crisis)

WITNESSES:

Housing, Infrastructure and Communities Canada:

Paul Halucha, Deputy Minister;

Janet Goulding, Senior Assistant Deputy Minister.

Paul Halucha made a statement and, together with Janet Goulding, answered questions.

At 5:31 p.m., the committee suspended.

At 5:32 p.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to discuss a draft agenda (future business).

It was agreed that the chair move an amendment to the motion in his name in the Senate Chamber modifying the order of reference for a special study on housing by replacing the word “homebuilders” with “home buyers”.

At 5:53 p.m., the committee adjourned to the call of the chair.
