The Standing Senate Committee on Energy, the Environment and Natural Resources met this day at 6:30 p.m., in room B30, Senate of Canada Building.

Members of the committee present: The Honourable Senators Arnot, Aucoin, Clement, Fridhandler, Galvez, Kingston, Kutcher, Lewis, McCallum and Verner, P.C. (10).

Participating in the meeting: Jesse Good and Avalon Jennings, analysts, Library of Parliament.

The clerk informed the committee of a vacancy in the chair and presided over the election of a chair.

The Honourable Senator Arnot moved that the Honourable Senator Kingston do take the chair of the committee.

The question being put on the motion, it was adopted.

The Honourable Senator Kingston took the chair.

At 6:32 p.m., the committee suspended.

At 6:49 p.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to discuss a draft agenda (future business).

It was agreed that, for the duration of the session, members’ staff be allowed to attend in camera meetings, unless otherwise agreed to by the committee.

It was agreed that the committee allow the audio recording of today’s in camera meeting, that one copy be kept with the clerk of the committee for consultation by committee members and/or their staff, and that the audio recording be destroyed by the clerk of the committee when authorized to do so by the Subcommittee on Agenda and Procedure, but no later than at the end of this parliamentary session.

It was agreed that the chair be authorized to seek authority from the Senate for the following order of reference:

That the Standing Senate Committee on Energy, the Environment and Natural Resources, in accordance with rule 12-7(14), be authorized to examine and report on such issues as may arise from time to time relating to energy, the environment, natural resources and climate change; and

That the committee submit its final report to the Senate no later than October 15, 2029, and that the committee retain all powers necessary to publicize its findings for 180 days after the tabling of the final report.

It was agreed:

That the chair be authorized to seek permission from the Senate to place the fourth report of the committee entitled Hydrogen: A Viable Option for a Net-Zero Canada in 2050?, presented in the Senate on May 9, 2023, during the First Session of the Forty-fourth Parliament, on the Orders of the Day in the current session; and

That the chair move the adoption of the report and that, pursuant to rule 12-23(1), the Senate request a complete and detailed response from the government.

At 8 p.m., the committee adjourned to the call of the chair.
