The Standing Senate Committee on Energy, the Environment and Natural Resources met this day at 8:02 a.m., in room B30, Senate of Canada Building, the chair, the Honourable Joan Kingston, presiding.

Members of the committee present: The Honourable Senators Aucoin, Fridhandler, Galvez, Kingston, Lewis, McCallum, Miville-Dechêne, Verner, P.C., Wells (Newfoundland and Labrador) and Youance (10).

Participating in the meeting: Jesse Good and Avalon Jennings, Analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Wednesday, November 26, 2025, the committee continued its consideration of the subject matter of those elements contained in Divisions 32, 40, 41 and 42 of Part 5 of Bill C-15, An Act to implement certain provisions of the budget tabled in Parliament on November 4, 2025.

Canada Energy Regulator:

Darren Christie, Chief Economist (by videoconference);

Natural Resources Canada:

Erin O'Brien, Assistant Deputy Minister, Fuels Sector;

Veronique Houle, Director, Projects Division, Policy and Planning Branch, Fuels Sector.

Laura Minet, Assistant Professor, Civil Engineering, University of Victoria (by videoconference).

Peter Feldberg, Darren Christie and Erin O'Brien each made a statement and answered questions.

At 9:15 a.m., the committee suspended.

At 9:19 a.m., the committee resumed.
