The Standing Senate Committee on Legal and Constitutional Affairs met this day at 10:30 a.m., in room B30, Senate of Canada Building, the chair, the Honourable David M. Arnot, presiding.

Members of the committee present: The Honourable Senators Arnot, Batters, Busson, Clement, Miville-Dechêne, Oudar, Pate, Prosper, Simons, Surette, Tannas and Wells (Alberta) (12).

Other senators present: The Honourable Senators Audette, Greenwood and McCallum (3).

Participating in the meeting: Michaela Keenan-Pelletier and Dana Phillips, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Tuesday, October 21, 2025, the committee continued its consideration of Bill S-205, An Act to amend the Corrections and Conditional Release Act.

WITNESSES:

Savanna McGregor, National Women’s Representative, Assembly of First Nations Quebec-Labrador;

Patricia Lazore Bova, Special Advisor, Justice;

William David, Senior Legal Counsel.

National Indigenous Healing Lodge Coalition:

Marlene Orr, President (by videoconference);

Annetta Armstrong, Board Member.

As individuals:

Pamela Palmater, Chair, Indigenous Governance, Toronto Metropolitan University (by videoconference);

Dr. Maryana Kravtsenyuk, Board Member, Centre for Addiction and Mental Health.

Savanna McGregor and Pamela Palmater each made a statement and, together with William David, answered questions.

At 11:31 a.m., the committee suspended.

At 11:35 a.m., the committee resumed.

Marlene Orr and Maryana Kravtsenyuk each made a statement and, together with Annetta Armstrong, answered questions.

At 12:31 p.m., the committee adjourned to the call of the chair.
