The Standing Senate Committee on Legal and Constitutional Affairs met this day at 2:10 p.m., in room W120, 1 Wellington St., the chair, the Honourable David M. Arnot, presiding.

Members of the committee present: The Honourable Senators Arnot, Batters, Clement, Dhillon, Miville-Dechêne, Oudar, Pate, Saint-Germain, Simons and Wells (Alberta) (10).

Participating in the meeting: Dana Phillips and Allison Lowenger, Analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Monday, June 15, 2026, the committee continued its consideration of Bill C-16, An Act to amend certain Acts in relation to criminal and correctional matters (child protection, gender-based violence, delays and other measures).

The committee resumed clause-by-clause consideration of Bill C-16.

The committee discussed observations.

After debate, it was agreed that observations be appended to the committee’s report, on division.

It was agreed that the Subcommittee on Agenda and Procedure be empowered to approve the final version of the observations being appended to the report, in both official languages, taking into consideration today’s discussion the changes discussed in committee, and with any necessary editorial, grammatical or translation changes as required.

It was agreed that the chair report Bill C-16, without amendments and with observations, to the Senate, in both official languages, at the earliest opportunity, on division.

At 3:18 p.m., the committee adjourned to the call of the chair.
