The Standing Senate Committee on National Finance met this day at 1:01 p.m., in room C128, Senate of Canada Building, the chair, the Honourable Claude Carignan, P.C., presiding.

Members of the committee present: The Honourable Senators Carignan, P.C., Dalphond, Forest, Galvez, Gignac, Kingston, Loffreda, MacAdam, Marshall, Moreau, Pate and Pupatello (12).

Participating in the meeting: Sylvain Fleury and Michaël Lambert-Racine, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, May 29, 2025, the committee continued its examination of expenditures set out in the Main Estimates for the fiscal year ending March 31, 2026, with the exception of Library of Parliament Vote 1.

Pursuant to the order of reference adopted by the Senate on Wednesday, June 11, 2025, the committee continued its examination of the Supplementary Estimates (A) for the fiscal year ending March 31, 2026.

WITNESSES:

Communications Security Establishment Canada:

Caroline Xavier, Chief;

Julie Chassé, Chief Financial Officer;

Samantha McDonald, Assistant Deputy Minister, Strategic Policy, Planning and Partnerships.

Caroline Xavier made a statement and, together with Samantha McDonald and Julie Chassé, answered questions.

At 2:24 p.m., the committee suspended.

At 2:37 p.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to consider a draft report.

It was agreed that the committee allow the transcription of the in camera portion of today's meeting, that one copy be kept with the clerk of the committee for consultation by committee members or staff, and that the transcript be destroyed by the clerk when authorized to do so by the Subcommittee on Agenda and Procedure, but no later than at the end of this parliamentary session.

It was agreed that if and when the first report of the Committee of Selection is adopted in the Senate, briefing material and draft reports related to the committee's study on the Main Estimates, 2025-2026, and the Supplementary Estimates (A), 2025-2026, continue to be shared with former members of the committee from the First Session of the Forty-fifth Parliament, as well as the newly appointed members.

At 3:09 p.m., the committee adjourned to the call of the chair.
