The Standing Senate Committee on National Finance met this day at 9:01 a.m., in room W110, 1 Wellington St., the chair, the Honourable Claude Carignan, P.C., presiding.

Members of the committee present: The Honourable Senators Cardozo, Carignan, P.C., Clement, Cuzner, Dalphond, Forest, Galvez, Gignac, Hébert, MacAdam, Marshall, Martin, Moncion, Moreau, P.C., Osler, Ross and Tannas (17).

Other senators present: The Honourable Senators Pate and Pupatello (2).

Participating in the meeting: André Léonard and Michaël Lambert-Racine, Analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Wednesday, November 26, 2025, the committee continued its consideration of the subject matter of all of Bill C-15, An Act to implement certain provisions of the budget tabled in Parliament on November 4, 2025.

Martin Imbleau made a statement and, together with Marc-Olivier Ranger, answered questions.

At 10:03 a.m., the committee suspended.

At 10:08 a.m., the committee resumed.

Pursuant to the order of reference adopted by the Senate on Thursday, February 5, 2026, the committee continued its consideration of Bill C-4, An Act respecting certain affordability measures for Canadians and another measure.

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-4.

It was agreed that the title stand postponed.

It was agreed that clause 1, which contains the short title, stand postponed.

With leave and pursuant to rule 12-20(4), it was agreed that the clauses be grouped according to the 4 parts of the bill as described in the Table of Provisions of Bill C-4 when appropriate, and with the exception of Part 4.

It was agreed that Part 1, entitled Income Tax Act, which contains clause 2, carry.

It was agreed that Part 2, entitled Amendments to the Excise Tax Act and Related Regulations, which contains clauses 3 to 13, carry.

It was agreed that Part 3, entitled Amendments to the Greenhouse Gas Pollution Pricing Act and the Fuel Charge Regulations, which contains clauses 14 to 42, carry.

After debate, the chair asked whether clause 43 shall carry.

It was agreed that clause 43 carry, on division.

It was agreed that clause 44 carry, on division.

It was agreed that clause 45 carry, on division.

It was agreed that clause 46 carry, on division.

It was agreed that clause 47 carry, on division.

It was agreed that clause 48 carry, on division.

It was agreed that clause 49 carry, on division.

It was agreed that clause 1, which contains the short title, carry.

It was agreed that the title carry.

It was agreed that the bill carry.

It was agreed that observations be appended to the committee's report.

It was agreed that the Subcommittee on Agenda and Procedure be empowered to approve the final version of the observations being appended to the report, in both official languages, taking into consideration today’s discussion and with any necessary editorial, grammatical or translation changes as required.

It was agreed that the chair report Bill C-4, without amendment and with observations, to the Senate, in both official languages.

At 11:06 a.m., the committee adjourned to the call of the chair.
